The mod list
Carpet Mod
Carpet mod adds several new features to the game, which are all disabled by default. It also has several modules that can be enabled, which can optimize the game.
Chunky
Chunk pre-generation mod, which is helpful for reducing server lag caused by chunk loading.

Krypton
Performance enhancing mod by Astei/Tux that optimizes network usage.

LazyDFU
Performance enhancing mod by Astei/Tux that makes your server start faster.
"LazyDFU is an optimization mod that makes the initialization of DataFixerUpper "lazy", making the game start more quickly"
Lithium
Performance enhancing mod by Jellysquid that optimizes general-purpose systems.
"Lithium is a modern, general-purpose optimization mod for Minecraft which works to improve a number of systems (game physics, mob AI, block ticking, etc) with the goal of not changing any vanilla mechanics. "
Phosphor
Performance enhancing mod by Jellysquid that optimizes the lighting engine. The most noticable impact of this mod is chunk generation speed.

Phosphor and Starlight are alternatives to eachother, you can't use both at the same time.
Starlight
Performance enhancing mod by Spottedleaf that completely rewrites the vanilla lighting engine to make it much faster. The most noticable impact of this mod is chunk generation speed.
"Mod for rewriting the light engine to fix lighting performance and lighting errors."
Phosphor and Starlight are alternatives to eachother, you can't use both at the same time.
Spark
Diagnoses performance of your server, and provides server health reports.
